Counting (measuring) Pulsar’s clock out

Hi guys,
new here. I am trying to count the “clock out” of pulsar via arduino or something similar (thought arduino as is the easiest thing to do). I cannot understand certain things however, probably due to my lack of electrical engineering knowledge:
As far as I understand the clock out is 0 – 10v or am I wrong here? Arduino can read between 0-5v. When I use a multimeter and count “2” subdivision I get 10 (once on) and 0 once off. But I cannot get the same results with the CLK pin.
Has anyone tried anything similar? I would love some guidance and some tips
