Velocity issue related to SD channel

I’ve come across what seems to be very peculiar behavior. When I trigger the SD channel with the touch plates, both L and M work as expected, but when using H I have found that when I press the SD “Add” button the LED does not trigger, the envelope has no decay/sustain, and the event is “replayed” about ~700ms later but triggers the SD channel LED. I also tested with triggering the channel via MIDI and could replicate the behavior with any velocity over 113 causing the same issue. Velocities of 112 and lower behave as expected.
Is this a bug or have I gotten myself into a mode that I don’t understand?
I found the issue to be that the “CLAP” parameter was up all the way. Adjusting this parameter down caused the channel to behave as I expected
