Trying to understand the 34>56 78>12 FM structure switch

If 34>56 78>12 switch is down I assume this does not change the block routings such as 12 being modulated by 34.
If 34>56 78>12 switch is UP the 56 block audio is modulated by the 34 audio and not the 12 audio but that the 12 modulation switch would still have to be UP for modulation to take place.. Similarly for 12.
Can this sentence be explained :
“pairs 12 and 78 themselves are still modulated as indicated by their controls”
Does this mean that 12 is still modulated by 34 and 78 modulated by 56? Why are blocks 34 and 56 neglected?
Am I explaining this properly?
