I’m looking to route the out of each instrument (and delay and reverb) to the euro-rack pins, and then mix from there.

I’m interested in using the https://www.befaco.org/hexmix/ as a little mixer for the Pulsar-23. I was wondering though if it would be problematic with Pulsar having +0-10 and I think the Hexmix is perhaps -5/+5. Would there be any issues, such as audio level?

Also, if you have any other suggestions for eurorack mixers for the Pulsar-23, would love to hear them.

I believe you are perhaps confusing two different things here? Pulsar’s voices require 10v trigger signals to reach full velocity, this has nothing to do with the audio output.

The audio output levels are standard like any other analog synth. If the audio level is not to your liking, I advise using an attenuator between Pulsar and Eurorack.
